The course Artificial Intelligence and Emerging Technologies in EU Policy was designed and developed as a single, coherent teaching module consisting of thirteen lectures. The curriculum development followed a policy-driven and interdisciplinary approach, aligned with the objectives of the DIGIT-EU Jean Monnet Chair and the broader priorities of EU digital policy education.
The curriculum focuses on the European Union’s regulatory and strategic response to emerging digital technologies, with particular emphasis on AI, while also addressing blockchain and Web3 technologies, the Internet of Things (IoT), and 5G networks. Central to the curriculum is the analysis of the EU’s risk-based regulatory philosophy, as exemplified by the AI Act, which is used as a core reference throughout the course.
The design of the curriculum ensured:
- Logical progression from general EU digital policy foundations to specific regulatory instruments.
- Integration of ethical, legal, economic, and security dimensions of emerging technologies.
- Consistent use of EU primary and secondary legislation, official communications, and policy strategies.
- Alignment with Jean Monnet objectives, emphasising EU added value and the role of the EU as a global regulatory actor.
